You DID install freelancer 'outside' of the program files folder, right? That folder is tight with windows security and permissions. If you did, reinstall to c:\freelancer and see if behavior changes.

an idea just flashed thru my mind ... copy win 7 to an external hd. then win 10 can be downloaded to the internal hd. and a back up to be made on DVD / BlueRay too. all you need is EZ-DOCK [IDE to IDE] and EZ-DOCK 2 [IDE to SATA]. Keep in mind that hard drives have an average life span of about 3 - 12yrs.

that's a possibility xxx, but hopefully last resort. I have all accounts on other comp(works well with win 10 ) I really want both units running and they should- win 8 ran FL perfectly and I was using it just before updating to 10 immediately after update- fired up Fl and issue was there - same 3d card etc as minutes before going to daughter's in south Ontario tomorrow for a week- she says she has some "geek" friends that may let me borrow their brains for this issue :) (they like odd challenges and I fit the "odd" part" ! ) packing compass to find my way home after if brains fried - need auto pilot in car :) cya all in a week

found where a lot of win 10 issues originated for any older games update KB3086255 was sent to win 7-8 and 10 not too long ago it prevents cd activated games from finding the disk supposed to be a security fix to prevent hackers accessing systems this explains why fl wont kick in unless UV mod is running- even tried no cd bypasses- none work- not smart enough to figure what UV does different (sigh) still not able to find 3d issue fix for one comp- at least the other one works ok with 10(in UV only tho lol )

from the starport:
There can be a number of reasons for FreeLancer not to start. (in windows 10)
1. Set the startup to run the program as administrator. You should probably install the same way.
2. Look at your updates and see if KB3086255 was installed. This update prevents some games from running. Use the MS knowledgebase to find [MS15-097 Description of the security update-151008], it explains how to tweak the registry to put the service on manual. That allows many games to run.
Be very careful doing anything with the registry, but I am sure you have heard that. In that article, Microsoft has instructions on how to backup the registry.
Microsoft seems to be breaking things, instead of making their OS compatible with anything older.
